Who will take the lead in Haiti? 

Max Boot asks the question: will the United States take the lead in reconstructing (constructing?) Haiti? The prospects are daunting, as Boot explains. He leans toward giving the lead role to Minustah, the French acronym for the Brazil-led United Nations stabilization. In effect this means having Brazil take the lead.

This makes a good deal of sense to me. Brazil is a multiracial society with a history of slavery (and its peaceful abolition); like Haiti its popular culture has significant African influences. Brazil has been playing a constructive role in Haiti which, so far as I can tell, is consistent with American interests; while the United States and Brazil have significant differences on foreign policy, Haiti is not one of them. We hear much about the virtues of multilateralism and the evils of the United States unilaterally taking a lead role. So let’s consider having Brazil, which is already engaged there, take the lead role in Haiti.
