Waterfront nears development 

A groundbreaking is nearing for a severely downsized development on 33 acres of waterfront property in Redwood City.

Construction could start as early as September on the $100 million One Marina project, which had once been a billion-dollar plan for 20-story towers on the waterfront before it was rejected by Redwood City voters in 2004 and scaled down three times since then to become a vastly smaller project.

The project site, known today as Peninsula Marina Office Park, is north of U.S. Highway 101 between Blair Island Road and Redwood Creek.

The Planning Commission on Tuesday gave a green light to the trimmed plan, allowing preliminary work on Blair Island Road to start as early as this week, city officials said. The developer, Pauls Corp., said it could begin the first phase of construction this fall.

The approved project includes 231 condominiums in four- and five-story buildings. It also includes a 200-room hotel, 10,000 square feet of retail space and a marina with up to 40 slips, but there will be no office space.

It will also add three community parks, a waterfront esplanade along Redwood Creek and substantial upgrades to Blair Island Road, including two-directional bike paths and a pedestrian sidewalk shaded by street trees, according to city documents.

The project pales in comparison to the original plan — and even the subsequent proposal to scale down that plan.

The original plan took up 46 acres and included 1,930 residential units in 20-story towers along the waterfront, 150,000 square feet of office space and 50,000 square feet of retail. That grand plan was killed by referendum in 2004 and was
subjected to years of heated debate.

Last year, the regional water board rejected a scaled-down plan including 796 residential units with buildings up to 120 feet in height.

The project has not only changed in size but in name, first beginning as Marina Shores Village, then Peninsula Park and now One Marina.

The project will replace a site currently home to five partially occupied office buildings, a restaurant, paved parking lots, a marina that was decommissioned in 2001, an impound car lot and an undeveloped dirt lot, according to the city.
