The National Institute on Drug Abuse 

The National Institute on Drug Abuse has spent $3,634,807 over the past decade getting monkeys to become addicted to drugs — including PCP, methamphetamine, heroin and cocaine. The project then tries out “interventions” as forms of treatment for the strung-out monkeys and keeps track of how the monkeys behave. The federal government has been funding these studies for a long time with little to show for it.
