WHO: The New Market Tax Credit program

WHAT: The program, which is designed to help poor communities, has a loophole that allowed U.S. Bancorp to receive $13.3 million in federal tax credits so that it could invest in an antique-car museum.

WHY IT'S AN OUTRAGE: The federal subsidy is a wasteful public gift to a wealthy family that can afford to finance most of the development, said a neighbor of the museum.
