The Daily Outrage: Three states already delaying tax refunds this year 

WHAT: In a growing outbreak of tax refund delays from deficit-ridden states, Hawaii, North Carolina and New York announced they will be late on refunds this year. Kansas delayed state payments to public schools for the past five months to keep tax refund checks on time. Alabama is waiting to send out millions of dollars in refunds until it has the cash.

WHO DELAYED BEFORE: Missouri and Minnesota delayed some refunds last year and may do so again. California has delayed refunds in recent years and even gave vendors IOU vouchers instead of timely payments.

WHAT’S BEING DONE: Legislators in Missouri, Hawaii and New York introduced bills to force the refunds to be paid faster — even as the states face budget deficits and falling revenue. But if the money isn’t there, issuing refunds takes money away from programs and services.
