The Daily Outrage: Spending money to save money! 

Who: U.S. General Services Administration

What: Approved a $121 million project that will wrap Anthony J. Celebrezze Federal Building in Cleveland with glass and aluminum to cut energy costs and increase its resistance to bombings. $72.5 million has already been spent on the building for improvements and repairs since 1999.

Why it's an outrage: We're spending $121 million to lower the heating and cooling bill costs to $3 million from $3.7 million.
