WHO: Internal Revenue Services WHAT: Discovered $70 billion in tax credits for low-income families were improperly distributed between 2003 and 2009.

WHY IT'S AN OUTRAGE: The tax credit is meant to help families in need, however one fourth of the people receiving the money are not eligible for the credit. In 2009, the IRS estimated the rate of improper payments was between 23 percent and 28 percent, or between $11.2 billion and $13.3 billion.
