Who: Department of Housing and Urban Development

What: Provided a Small Cities Community Development Block Grant to pay half the cost -- up to $100,000 -- to renovate a Putnam, Conn., antique shop. Jerry Cohen, the owner, told the Norwich Bulletin that he was looking to get the "most bang for our buck" to repair the wooden trim and weathered canvas awnings on his building.

Why it's an outrage: That's right, American taxpayers: For a sum, you too can help subsidize the yuppie fantasy of Connecticut business owners too busy to pay for their own renovations.
