State Senate to decide on delayed plane legislation 

California could soon set its own comfort standards for airline passengers stuck on the tarmac for more than two hours. The state Senate will vote as early as today on a bill by San Francisco Democrat Mark Leno that would require commercial airlines to provide passengers with food and beverages, restrooms, fresh air and lighting. The California Public Utilities Commission could fine airlines up to $27,500 per passenger for violations.
