San Francisco to borrow $170 million for War Memorial Veterans Building 

Bypassing the voters, a plan to borrow $170 million using what is known as certificates of participation was approved Tuesday by the Board of Supervisors in an 11-0 vote.

“We need to act now to preserve and protect the War Memorial Veterans Building, which has played a role in local, state and world history. Furthermore, those that work and visit the building, including many veterans’ groups, are entitled to a safe environment,” Board of Supervisors President David Chiu said last month.
