Peninsula Park moves closer to approval 

First, the project was going to have 1,900 residential units and 20-story towers, but that got killed by voters.

Then came a scaled-down proposal for 796 units with shorter towers, but it was killed by a regional water-quality board.

The third coming of the Peninsula Park project is the most modest yet: 230 units and no buildings taller than 50 feet. The most contentious issues of the previous plans — the looming towers, the filled-in marina, the thousands of new residents — have all been axed, leaving a plan that the city and the developer hope will finally survive the approval process.

This latest plan for the 33-acre Peninsula Marina site on Bair Island Road will be presented on June 14 to the Redwood City Planning Commission, but developer Paul Powers, president of Denver-based Pauls Corp., said his company has pared down the project so much that it shouldn’t need any more special approvals, beyond what has already been approved in earlier environmental reviews.

Though the plan hasn’t yet been shaped into renderings, Powers told the commission and the Architectural Review Committee last week that the new project will still include a hotel with as many as 200 rooms and retail.

It will also leave the marina untouched. The previous plan had required filling in about 6 acres of the 14-acre marina, a proposal that received Redwood City leaders’ approval but did not pass muster with the Regional Water Quality Control Board.

Redwood City Planner Blake Lyon said because the project is so much smaller than originally planned, it could receive a permit as soon as the next few months.

Powers said his company had no idea that it would be spending a decade to get this development approved.

“If we had known that, we would have never gone into it,” he said. “We knew it would be tough, we just didn’t realize how tough.”
