The Sewerage Agency of Southern Marin faces a $1.6 million fine for two sewage spills into Richardson Bay in January 2008. Nearly 3.5 million gallons of raw sewage spilled Jan. 25 and Jan. 31, closing six public beaches and harming aquatic life, according to the San Francisco Bay Regional Water Quality Control Board. Operator error and heavy rains were blamed for the leaks. Another 12,000 gallons spilled Aug. 10, though police said waters remained safe for human contact.
