Marijuana grow house operators ordered to pay PG&E restitution

A judge has ordered busted illegal marijuana cultivators to pay Pacific Gas & Electric Co. tens of thousands of dollars for bypassing the electric meters at their grow houses in Daly City and Oakland.

Mon Chi Chan, 32, owes the utility company $42,000 and Menh Voong, 36, owes $13,117 after pleading no contest to charges related to grow house raids in June 2009, according to prosecutors.

A third defendant, 32-year-old Ka Chung Yip, failed to show up to Friday’s restitution hearing, prosecutors said. A warrant has been issued for his arrest.

The grow houses, which were located at 61 Rockford Ave. in Daly City and 6230 Oakdale Ave. in Oakland, were raided after six months of surveillance by the San Mateo County Narcotics Task Force, District Attorney Steve Wagstaffe said.

During the raid, 25 pounds of processed marijuana were seized in the Daly City home, Wagstaffe said.
