IRS allows undocumented workers to collect tax refunds 

The Internal Revenue Service let undocumented workers collect $4.2 billion in refundable tax credits last year, almost four times as much as the 2005 refunds. A new audit by the Treasury inspector general for tax administration concluded that federal law changes in 2009 made it totally confusing about whether illegal workers qualify for a tax break. And the IRS said it presently lacks the authority to reject these refund claims.
