If you're in public housing, wear a sweater 

Who: Department of Housing and Urban Development

What: Spending $1 billion annually on wasteful utility costs for public housing and subsidized rentals instead of providing better insulation and more energy-efficient appliances.

Why it's an outrage: The government's involvement in housing means it has to pay attention to how much the utilities cost. Poorly insulated housing amounts to burning taxpayer dollars to keep warm.
