Foster City fire chief announces retirement 

Foster City fire Chief Tom Reaves announced that he plans to retire at the end of June, which could lead the city to share management of the department with other communities. City Manager Jim Hardy, with the approval of the City Council, will explore sharing the public safety service, which is currently being done in Burlingame, Hillsborough and San Mateo. Foster City faces a $2 million deficit for 2011.
