Engineer, associate charged with 243 felony counts for fraud 

Two suspects were charged with 243 felony counts Wednesday for fraud related to approximately 100 San Francisco properties.

Jimmy Jen and associate Jian Min Fong are charged with 243 felony counts including conspiracy, submitting false documents to a government office, forgery, false personation and identity theft for fraud forgery and fraud.

Jen, an engineer who works with homeowners and contractors to facilitate city construction permits, allegedly forged licensed engineers’ signatures and stamps of approval on more than 500 documents during the course of 20 years that stated the properties had been properly surveyed. Several of the properties have significant engineering problems. 

In 2005, Jen’s license was suspended by the California Board for Professional Engineers and land surveyors following unprofessional conduct after a 1996 felony conviction for using counterfeit credit cards.
