New regulations proposed by the Bush administration would reduce the independent reviews government scientists have performed for 35 years of construction projects. Interior Secretary Dirk Kempthorne said the changes, condemned by environmental groups, were needed to ensure that the Endangered Species Act would not be used as a “back door” to regulate the gases blamed for global warming.
