Daily Outrage:To force home-state deal, senator blocks all Obama nominees 

WHAT: The top Republican on the U.S. Senate Banking Committee, Sen. Richard Shelby of Alabama, has taken the extraordinary step of blocking more than 70 of President Barack Obama’s nominees. He wants a $35 billion Air Force tanker contract to go to EADS/Northrop in his home state instead of front-runner Boeing.

HOW: The Senate frequently approves noncontroversial midlevel nominees with just a “unanimous consent” determination that can be blocked by one senator, requiring a time-consuming roll-call process and passage by
60 of the 100 votes.

WHY IT’S A BAD IDEA: Key federal jobs are being left vacant, and needed decisions are piling up while Shelby holds up every presidential nominee pending on the executive calendar.
