Daily Outrage: Woman dies after electricity is cut to her oxygen breathing machine 

WHAT: Kay Phaneuf, 53, of Salem, N.H., needed oxygen equipment to breathe. She died when the local electric company cut off her power for not paying the bill.

WHY: State regulations require written notice two weeks before a shutoff. The electricity provider said maybe Phaneuf and her husband didn’t inform them about her emergency needs.

WHAT’S BEING DONE: Gov. John Lynch has directed the New Hampshire Public Utilities Commission to investigate state utility companies’ procedures on power shutoffs.
