A chatty thief who asked to borrow a cellphone in the Bayview on Tuesday -- and took more than 20 minutes to finish his conversation -- was arrested after he allegedly decided not to return the device, police said.

An officer was flagged down by the phone’s 35-year-old owner at about 2:20 a.m. in the area of Newhall Street and Newcomb Avenue.

The suspect was taken into custody after the victim pointed him out to officers, police said, and he was in possession of the phone. The suspect also had an active stay away warrant from the area. He was booked for theft and warrant charges at County Jail, where he was lent a different kind of cell.
