City to pay out settlement in police brutality allegation 

The City will dole out$35,000 for a police brutality settlement involving an officer seen in another incident on a viral YouTube video.

Officer Noel Schwab gained notoriety in September after appearing in a video where he arrests skateboarder Zach Stow for skateboarding and threatens to snap his arm “like a twig.”

The settlement means The City does not have to go to trial and that Schwab was not found guilty of any crime.
