Can chimp beat NOAA's hurricane forecast? 

It's that time of year again. The National Oceanic and Atmospheric Administration will soon release its May predictions for the number of hurricanes this season, from June through November.

The National Center for Policy Research suggests that these forecasts' frequent inaccuracy (wrong 7 of the last 11 years) create grounds for skepticism. So NCPR found a dice-throwing chimp to make its own 2010 forecast:
