Scoring a pack of smokes apparently isn’t easy for minors in northern San Mateo County cities.

A law enforcement operation on Saturday had underage decoys attempt to buy tobacco at 161 businesses in Millbrae, San Bruno, South San Francisco and Daly City.

Only 14 of the merchants received citations for selling to minors, according to the San Mateo County Sheriff’s Office.

Among the cited were two Walgreens stores in Millbrae.

“Statistics indicated that at least 99-percent of the merchants checked asked the decoy for identification,” the sheriff’s office said.
