WHAT: Providing $1 billion in stimulus funds for a public-private venture with a coal company coalition, FutureGen Alliance, storing carbon dioxide emissions underground in an effort to avoid global climate change.

WHY IT'S AN OUTRAGE: This so-called public-private venture costs $1.3 billion, $1 billion of which comes from the federal government.
