Police Commission appointments up before supes 

With the backdrop of the Police Department struggling with its crime lab fallout and complaints about the inability to deal expeditiously with police misconduct allegations, the Board of Supervisors Rules Committee will meet Thursday to vote on who will serve on two seats on the Police Commission. One seat is for the reappointment of Joseph Marshall. The other seat has three applicants: Angela Chan, Phillip Hogan and David Waggoner. The committee meets at 10 a.m. Thursday at City Hall in room 263.
