Criminals needed: New $105 million Virginia prison remains empty 

WHAT: Virginia spent $105 million for a new 1,024-bed medium-security prison that it now has no plans to use. Maintaining it costs $700,000 a year.

WHY: The commonwealth’s prisoner population was projected to grow by 1,000 a year. But instead, Virginia’s crime rate dropped, reflecting a surprising national trend.

WHY IT’S OUTRAGEOUS: Aside from wasting money, the empty prison is in a county with 11 percent unemployment where officials didn’t deliver on a promise to create 350 new jobs.
