Budget change flawed, vote no on Prop. 31

San Francisco is a perfect example of why it makes good sense to plan a budget two years into the future rather than just one. For that, Proposition 31 is a good idea.

But we advise a no vote on the measure for a fundamental flaw in the proposition.

Included in the measure is a line that would give the governor excessive powers to unilaterally slash state spending during a declared fiscal emergency.

The state budget is a perpetual mess, but placing so much power in one person’s hands is not the right solution.
